We enable and support learning processes that encourage the development of new perspectives, relationships and behaviors, thus opening up opportunities to address conflicts and find ways to live together peacefully. Principles of our approach Based on our understanding of the respective conflict context, we try to react flexibly to conflict-specific needs and opportunities as they develop. At the same time, we adhere to the following principles that shape and guide our work. Partnership Conflict transformation is a collaborative and long-term process that requires the cooperation of several actors. That is why we are building reliable and transparent partnerships based on mutual trust and respect to strengthen shared capacities for peaceful change. Inclusivity Inclusivity means the participation of those affected. It ensures that all relevant viewpoints and interests are taken into account. Because it requires participation, inclusivity can help build trust and foster a culture of constructive engagement. Multiple levels Protracted conflicts are inherently systemic and can sometimes affect entire societies. That's why we try to engage people at all levels and build bridges, from grassroots communities and marginalized groups to combatants and policymakers. Non-partisanship In order to integrate opposing perspectives into peaceful conflict resolution, all sides must be heard and considered equally. We are more than just impartial, we approach all parties openly and try to understand their underlying interests and motivations. Personal responsibility Ownership means empowering those we work with to engage and take responsibility for their conflict issues. Therefore, we see our role as providing support that empowers others to shape a better future themselves. Reflection Conflict transformation is a mutual learning process that requires all participants to critically reflect on their role, policies and actions. Through systematic reflection and analysis, we seek to improve our practice and share our findings with research communities, policymakers and practitioners. Complementarity We do not work in isolation, but aim to strengthen and build on existing initiatives. We bring unique strengths to complement ongoing processes. In some cases, we support high-level dialogue and mediation processes. In other cases, we support civil society actors and movements. Accountability We assess the conflict sensitivity of our actions and their impact, and adapt our work to minimize unintended harm to our partners and the wider conflict context. We report in detail on our work and regularly review our monitoring and evaluation tools. Sustainable commitment In conflict transformation, there are neither linear solutions nor quick solutions. Sustainable change requires addressing systemic challenges and the root causes of conflicts. Effective support therefore requires long-term commitment and perseverance despite repeated stalemates, setbacks and moments of renewed escalation.

Konkrete Regelungsvorhaben (1)

  1. Arbeitsgruppe Zuwendungsrecht und -praxis im Bereich BMZ und AA

    • Beschreibung:
      Die Initiative Zuwendungsrecht hat das Ziel: a) auf die Notwendigkeit einer Anpassung von Zuwendungsrecht und -praxis für Projekte im Feld der Konfliktbearbeitung im Ausland hinzuweisen, die sich stärker an Wirksamkeit, Effizienz sowie dem speziellen Kontext von Projektimplementierungen in (Post-) Konfliktregionen orientiert, und b) einen Prozess für entsprechende Änderungen anzustoßen und zu begleiten. Die Initiative Zuwendungsrecht wendet sich mit dem Anliegen einer Modernisierung des Zuwendungsrechts noch in dieser Legislaturperiode an die Bundesregierung mit Referenz zu folgendem Passus im Koalitionsvertrag der aktuellen Bundesregierung: “Wir streben an, die Vergabe- und Förderrichtlinien des BMZ und des AA zu vereinfachen” (Seite 152 Koalitionsvertrag 2021-2025).
