This will inevitably create a patchwork of national inducement regimes – diametrically opposing the spirit and ambition of the Capital Markets Union. This will, eventually, lead to striking differences in retail investment conditions between Member States.\r\n\r\nFragmentation in financial regulation presents the single largest obstacle for market players to scale across Europe today. Nationalising the inducement regime will further\r\ndisincentivise the creation of European champions, and creates an uneven playing field for firms operating across the Union.\r\n\r\nPatchwork regulations like Art. 24a(9) effectively limit competition in financial services, as complexity and lack of scale reduce the number of European players able to challenge\r\nnational incumbents. Ultimately, this comes at the expense of products and services provided to all European retail investors.\r\n\r\nThe ambition for Council General Approach should neither come at the cost of a deteriorated CMU, nor come at cost for the European saver. A regulatory patchwork like this will – once instituted – be hard to revert.
