Eine Nutzung ist nur im urheberrechtlich zulässigen Rahmen erlaubt.","text":"Key findings of the JRC study “Exploring the\r\nenvironmental performance of alternative food\r\npackaging products in the European Union” and their\r\nimplications on reuse targets and bans on HORECA\r\nsector (art. 22 + Annex V and art. 26) in PPWR\r\nThe study, available here, evaluates the environmental impacts of both single use and\r\nmultiple use packaging products, including packaging used in the hotel, restaurant and\r\ncatering sector, such as cups, trays, beverage containers. In addition, the research\r\nassesses the environmental performance of single use and multiple use packaging in a\r\ndine-in restaurant case study.\r\nKey takeaways for the HORECA sector are:\r\nTake-away packaging - Art 26 – paras 2 and 3 (paras 6 and 7 of\r\nthe latest Presidency compromise)\r\n• The impact on climate change of single-use paper-based packaging is always\r\nlower than that of reusable packaging, regardless of whether outdated 2011 data on\r\npaperboard production, or more recent and accurate data provided by industry,\r\nare used.\r\n• In the take-away context, paper-based single-use packaging has a better impact\r\non water use and an overall better environmental impact when more recent and\r\naccurate data on carton manufacturing are used (this data is now included in the\r\nJRC sensitivity analysis as “Alt. 2”) (figure 1 in the report).\r\nThis clearly supports a full removal of mandatory reuse targets on paper-based\r\nfood and beverage packaging for takeaway. For further details see Section 2.5.1 and Annex 2.\r\nScenario 1 - Performances of 3 different Cartonboard production Datasets\r\n(Benchmark, Alternative 1 and 2)\r\nCC - Bench.\r\nCC - Alt.1\r\nCC - Alt.2\r\nWU - Bench.\r\nWU - Alt.1\r\nWU - Alt.2\r\nSS - Bench.\r\nSS - Alt.1\r\nSS - Alt.2\r\n0% 20% 40% 60% 80% 100% 120% 140%\r\nSU MU\r\nIn-store HORECA packaging (art22)\r\n• In relation to immediate consumption (dine-in), a sensitivity analysis, taking into\r\naccount different recycling rates of Single-Use paper packaging has been carried out.\r\n• The JRC report shows that even with outdated 2011 data, the climate impact of\r\npaper-based packaging is lower than reuse when reaching a 80% or 70% recycling\r\nrate for paper-based packaging in restaurants.\r\n• Taking into account the more updated carton manufacturing data provided to the\r\nJRC and shown in the “Alt2” scenario, even a 50% recycling rate is sufficient to make\r\nsingle-use packaging better in terms of climate impact than reusable packaging in\r\ndine-in.\r\nThis clearly supports the Amendments to art. 22 and Annex V as voted by the\r\nEuropean Parliament, which aim to delete the bans on single-use packaging\r\nfor HORECA (point 3 of Annex V) or introduce a horizontal derogation if the\r\nHORECA operator can collect for recycling 85% of single-use paper-based\r\npackaging.\r\nFigure 2. Results for the additional analysis Break-Even (BE) points for the ‘Restaurant Scenario’,\r\nassessing the effects of varying the end-of-life recycling rate (R2) for Single Use (SU) carton cups and\r\ntrays.
